Unable to download

I am unable to download. I get the following error.

403 Forbidden
You don't have permission to access /pphlogger/dlcount.php?id=phpee_com&url=http://www.phpee.com/files/pphlogger-2.2.5.zip on this server.

Is there another way for me to get this software?
